Post Level: FS-4

This position is located in the United Nations Support Office in Somalia (UNSOS). Under the overall command of the Principal Security Adviser (PSA), Deputy PSA, the Close Protection Officer at FS-4 level reports directly to the Close Protection Coordinator through his/her Team Leader on all close protection issues.

Responsibilities
Within delegated authority and under the direct supervision of the Close Protection Team Leader, the Close Protection Officer will carry out the following duties:


� Conducts close protection operations for Senior UN Officials;
� Remains within the proximity of the Senior UN Officials at all times and implements mitigating measures to preserve his/her security and safety;
� Remains vigilant and alert at all times due to potential threats to the Senior UN Official;
� Maintains an effective and efficient security coverage for the office and personal residence of the Senior UN Official;
� Conducts close protection operations in accordance with UNDSS Manual of Guidance and policies on close protection Operations;
� Coordinates activities with relevant parties and interlocutors including other appropriate security organizations as required;
� Co-ordinates with local authorities during close protection operations;
� Conducts advance work and implement pre-established security arrangements;
� Contributes to pre-deployment briefings;
� Operates all close protection equipment and logistics to ensure its operational readiness;
� Assists in training sessions on close protection matters to keep abreast with current tactics and techniques;
� When necessary, supervises the Close Protection Unit drivers and Local Security Assistants in the performance of their assigned duties;
� Perform any other duties as required.

Work implies frequent interaction with the following:
a. Field Security Coordination Officers, Close Protection Coordinator
b. Team Leader Close Protection Unit
c. Other Close Protection Officers and DSS & Mission Security Officers in the mission d. FSA from UN Agencies
e. Office of the Senior UN Officials, UNSOS and UNSOM.
f. Host Government officials
g. AMISOM and Security officials from other national and international organizations

A high sense of confidentiality, initiative and good judgment. Demonstrated ability to guide security functions and supervise security staff. Staff member is well trained in security work to be performed. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

� Planning & Organizing � Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

� Teamwork � Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education
�High school diploma or equivalent technical or vocational certificate.
�Participation in any of the DSS programs i.e. Security Certification Program (SCP), Security Analysis Practice Process (SAPP) and Hostage Incident Management is an asset.
�UNDSS certification in the Close Protection Officers Course (CPOC) is desirable.
�Completion of an international, national or commercial close protection training is desirable.
�Successful completion of the UNDSS Emergency Trauma Bag certification is desirable. Equivalent paramedical or emergency medical training is an asset.
�High standard of physical fitness is required.
�Training in martial arts and/or specialized security practices is an asset.

Work Experience
� A minimum of six years experience in the military, police or security management is required.
� A minimum of five years of progressively responsible experience in close protection operations with a national, private or international security organization is required.
� At least one year experience and exposure at the international level in a conflict or a high risk duty station is required.
� Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles is required;
� Knowledge of CP operations in a high risk environment is desirable.
� Experience in close protection of one or more principals, static and mobile protection, close protection command post operations, close protection response techniques, and conduct of close protection training is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.

Assessment
